Thank you for contacting Mearto, and hello from a fellow Milwaukeen halfway around the world! This painting appears to be Chinese. The man’s attire, his hat and robe, are clues to traditional Chinese clothing. His shoes do look like Japanese clogs, so that is an anomaly. The type of goose, with the unusual beak is also a Chinese species. The stylized trees in the background appear to be white magnolia from China. The man appears to be scolding the boy for feeding (tea leaves?) to the geese.
The ink painting is mounted on silk. I cannot quite tell from the pictures whether it could be painted on paper. If it is, you can tell by running your finger to see if it is slightly ribbed like fabric and or looking close to see if there is a woven pattern. Whether it is silk or paper will not make a significant difference in its value.
The calligraphy on the upper left probably gives the author’s name. It is difficult to make out the characters but they don't match with any well-known artist. There appears to be a very small stain near the bottom right of the piece.
The frame adds to the piece’s value. Compared with similar pieces that have sold at auction, the Fair Market Value is between $40 and $60.
