What does this mean?

A funny Japanese molding, hand colored . I believe its not very old, made second half 20th century. We tried to translate the inscription in the front but it is not quite clear what it says. It represents an antique planter ( probably rice ) with children playing on it. Its made for decorative purposes. Due to the described damage my estimation was lowered a little. Its not for antique collectors to buy this piece but it can easily been sold as decorative and appealing ''conversation piece'' to someone with interest in the subject I believe.
