This appears to bei a japanese Showa period 1930s-1950 Kutani bowl, beautifullly decorated with a japanese nobleman within an abstract pattern and a patch of chrysantemum, the outside also decorated with chrysantemum, marked at the base Kutani tsukuru "kutani made". The estimate is based on similar items sold at auction. There is no measurement for the sentimental value you might attach to the item.
