The presented object appears to be a mixed media on paper drawing of an old black man with a wooden leg in the "Outsider" style of Bill Traylor (American, 1854-1949). It measures 9 x 10.5 inches and seems to be produced on the back of a photograph or other drawing, which is not clear from the images provided. There does appear to be some damage and artificial signs of aging.
The artwork has been attributed to Bill Traylor due to the presence of a signature at the top left of the composition. A reverse image search revealed a very similar but not identical work listed on Artsy, though I was unable to determine the origin of this image, i.e. where it has been sold or exhibited in recent years, within the limitations of this online appraisal.
The object also has a stamp which appears to read "Sotheby's Auction Gallery Antiques" on the verso, but I have confirmed that this piece was never sold at Sotheby's.
