I can't see the workshop marks or the graffiti you mention and, if this was made in Ukraine, it's possible it was made much earlier than the 15th/17th Century (quite possibly 9th-11th centuries). Assuming it's all correct, the condition, however, is extremely rusticated and a restorer would need to see this in person to advise if it was possible to remove the accumulation of rust and other oxidation.
In its present condition, this has a value of $400-600.
Based on the photos and information provided, and subject to examination, this is:
An antique iron sword
Possibly made in Ukraine, 9th-11th Centuries
With a shaped pommel, squared grip and crossguard with scrolling ends, the tapering blade possibly with some workshop marks and graffiti (not visible in the photos).
Overall length: 77.5 cm (30-1/2 inches)
CONDITION: Heavily rusticated
PROVENANCE: Acquired in an online auction

This item was found quite a long time ago near the city of Chortkiv, Ternopil region, Ukraine.
The item is only cleaned and without restoration.
The sword apparently has workshop marks and some graffiti.
