It can be tricky to sell Native American artifacts if they have feathers as there are some species that are protected and the sale of items with those feathers in them can be restricted.
Based on the photos and information provided, and subject to examination, this is:
A Native American painted wood, hide, horn and feather hawk half-mask
Central/Western Plains, early 20th Century
The interior lined, for comfort.

I've changed the description a bit to say that it's painted wood (which it probably is), and the interior is lined.
Removing the feathers could significantly devalue this. If you are interested in selling this, the first step would be to identify what the species they are and if there is a problem selling them. Auction houses are likely to be real sticklers for adhering to the legal parameters whereas you may be able to find a dealer who will buy this even if it has restricted materials (not exactly on the up and up but it happens).

Thank you very much. I do have a question or comment. First the mask is made of wood or something harder on one side and the other side close to your face is soft hide. 2nd, can I sell this peace if it has the feathers attached?
