Naval officer Bust portrait

Description

I originally thought this pietrait to be from the revolutionary war period but the hat didn't match the period. So I started looking at other uniforms from later periods and I noticed that it falls more in line with uniforms from the war of 1812. There is a name written on the bottom and it says George Washington Jaques. I can't make out what other words say as it is faded. That doesn't mean they arent readable, I just can't see what it says. I also have a army discharge certificate from a relative of his dated 1864 with a name David Jaques who was with the 1st engineers of new york. There is a family lineage that was well taken care of and preserved by a family and eventually someone just let it go and forgot about it. It appears it is a drawing done in water colors. Maybe you can give more info regarding the date and value?

I bought a storage at auction and this along with many other documents from 3 family names are in this box, Watt, Jacques and vorhees .

The presented object appears to be a small-sized gouache drawing on paper with unknown measurements. The drawing depicts the portrait of an high ranked member of the Navy. Especilyy the very high bicorne was fashionalbe in the earyl 19th century and disapeard after the end of the Napoleonic wars. So this portrait was probably made between 1800 and 1810. This drawing was made by an unknown artist.
This piece is in medium condition and are damage visible in the images provided.
A fair market estimation would be between 60 to 120 USD.

Thank you for helping us out with this. I have added a few more images of the writing. I believe the upper line says "Grandfather Jaques" and the second says " Revolutionary War". Just in case you wanted my opinion.
