This should be a very sturdy machine woven Rep, Rip, Repp, or Reps or Rips binding cotton fabric of the Belle Epoche era, possibly early 20th century.
This is a very decorative fabric in a somewhat french style but not necessarily produced in France. The estimate is based on similar offered or sold at auction.
