The blue underglaze mark on the bottom of the plate is known as the Komaru mark and was registered in 1908; in 1921, the McKinley Tariff Act required that anything made in Japan be marked "Made in Japan" so we know this was made between 1921 and 1948, when, after World War II, wares made in Japan had to be marked "Made in Occupied Japan".
These child's plates are usually dated to the circa 1930s (which coincides with your father's dates) but on their own do not bring very much money.

Thankyou so much for your prompt appraisal.
It was really curiosity that my mother who is 90 and myself wondered the vintage and of course today’s value.
We will keep as an heirloom and memory for our children, grandchildren and great grandchildren to hopefully hold onto regarding my late father.
