USA. My Uncle brought it back from Japan for my grandmother around WWII time when he was in the service.

Thank you for contacting Mearto in regards to your appraisal. The Noritake company was formed in the late 19th century by the Morimoto brothers, hence the "M" in the center of the mark as an export company. Their designs were created largely for the US market. Your pattern, Jasmine, dates from 1930-1940 and looks in good condition. It is unknown when the pattern was discontinued. From the 1920s until the 1940s all of the pattern designs were actually made in New York. Looking at recent price realizations a fair market value for your set of china would be between 75-150 US dollars.
