Hello Rhonda,
I’m very glad that you chose Mearto for your online appraisal,
Considering the photographs, overall pattern, shape and the condition,
I concluded that this is a printed Japanese style square plate from 1990's. It is not hand painted as you can understand from over-lapping patterns and perfectly arranged lines. These type of table ware was quite common in 1990's both in Europe and United States. Of course they were mass produced as you can expect. In an artictic point of view, the plate does not have many merits to make it artistic.
In a design point of view it might be imitating late Kutani-Ware porcelain by adapting it's "fan" decoration as it's main design. It is a representative piece in this aspect. Lack of marking of course makes it almost impossible to identify the brand or the designer. But it was probably not a very famous brand since those known producers was quite careful about over-lapping patterns. It's a good memory from 1990's and possibly a reminder of the late Kutani-Ware fan design.
