Inherited from my grandmother
Thank you for submitting your item for appraisal. This appears to be a last quarter 19th century oil on canvas landscape painting by an unknown talented artist who must have received some artistic training. The number 173 might have been a collection number or an exhibition number. I assume the painting once was framed in a black lacquer frame, the current shellac varnish covered silver sheet metal and gesso frame is just the inner part of it. If you should have any recollection where your grandmother lived, it might be possible to narrow the search. Similar paintings by lesser known artist of that era usually sell in the price range listed. There is no measurement for the sentimental value you might attach to it.
