I'm not finding this blue mark in my pottery marks books - and can't read the signature though possibly a different angle (more on top rather than at the angle) - but this is 20th Century and European
Based on the photos and information provided, and subject to examination, this is:

A vintage hand-painted porcelain figure of a mother and child
European, 20th Century
The figural form of a seated woman nursing a child, on a shaped wooden base. With blue mark and inscribed indistinctly.
11 1/2 inches high
CONDITION: appears to be in good condition with some dust accumulation in the crevices.
PROVENANCE: inherited
