I found this in Bixby Oklahoma about half mile from the Arkansas River. It is pourous on the outside and smooth and polished looking on the inside. In the center there is a tan color that appears to be the bone with black around that and then to tan. Slightly rough and pourous on the outside smooth and shiny stone looking inside. Detailed finger nail and nail bed. Knuckle bone detailed and even feels the knuckle. Exact size of pinky or ring finger

From images, and based on where you discovered your example, I believe you may have a mineral extrusion (i.e. a sedimentary rock) or perhaps a section of coprolite (fossilized mammal poo).
It is a unique example and really does have a human finger form... including what appears to be a nail bed! It could be a possible section from a stone sculpture.
However I do suggest you look for a second opinion as images alone can not completely verify a fossil. An in-person assessment may suggest to use some form of radiation, such as X-ray, to penetrate the rock and record the variations in interior densities. Regional museum, university, or geology organizations may have suggested authentication professionals, but may cost an evaluation fee that exceeds $100. A regional auction house may also be a place to go for an assessment. At times, some organizations will host free assessment appointments; check with your local library. The FMV assessment I give you is based on what I believe your example is. An in-person assessment could verify your claim and then the example could be of a much great FMV at auction.
