Thanks. Outsider Art is pretty hot right now, particularly at some auction houses like Slotins that might recognize the hand. I am pretty sure this isn't African (the costume seems too Western).

It appears to hand molded, with a clay like Pliable material. not bendable, kinda like a firm "Gumby". No marking at all. I have since seen some Bahama Police uniforms that are similar.
