Thank you for submitting your item for appraisal. This appears to be a decorative plaster relief of children dressed as roman shepherds dancing to bagpipe music. This was decorative inexpensive wall art when the house was built. I don´t think there is a chance to identify the artisan, it will always be a copy of a marble or bronze relief. A stucco plasterer might know how to remove this stucco relief from the wall. It might be easier to produce a silicon mold and have it recasted from this mold.
