Porcelain doll bought in Germany in 90's or early 2000's

I'm unable to find any makers marks on this doll. My mom was in the military and she bought the doll in either the 90's or early 2000's in Germany. The doll sits cross legged, and all accessories are accounted for except for a small flower that's missing from one of her shoes. It appears to be porcelain with a soft body.
