One way that you can tell that your picture is a Hobbyist piece is the fact that the painting is not underglaze, meaning it did not go through the last firing process, which gives it the overall "dull" finish. Your piece was made by Delinieres & Cie, which was a factory in Limoges France. Based on the marks, it was built between 1894 and 1900 and is in good condition. It has been hand-painted in an Art Nouveau style and is signed on the base by the artist. Based on recent price valuations of pieces similar to yours, with the same level of artistic skill, a fair market value estimate would be between 45 and 75 US dollars.
