This appears to be a highly decorative painting by Fritz Neipperg ( most databases agree on the year of birth 1921) who is known for italian harbour views like Portofino or Venice. The style is always colourful and realistc, possibly using photography as a help for accuracy. Very few paintings were offered or sold at auction, there is only a market trend in the low hundreds. "Asking prices" in the trade can be higher and vary.
