This vase or vessel is difficult to attribute to a culture. This design or motif is seen in countless cultures throughout the world, mainly the Mediterranean. With that said and within the context of your dad's collection, I would attribute the object to one of the cultures along the coastal areas of the Pre-Columbian regions.
