Thank you for submitting your item for appraisal. Judging from the low resolution photos this appears to be a reproduction print after a painting, bearing lower right the name Chen Songhui 陳松輝. The 21st century artist is apparently not listed. The frame appears to be very inexpensive, therefore I would assume this is just oriental art wall decoration. Something you can buy in a department store.
