The cantilevered elements of the frame of this chair are reminiscent of armchairs made in the 19th Century by George Hunzinger (German American, 1835–1898) but they are more elaborate. His designs were so popular that they did inspire other chairmakers; this chair would be among those. I can't tell what the wood is but it could be walnut, maple, ash or something else.
Unfortunately, the market for most rocking chairs is quite soft at the moment, with most offered at auction bringing $100 or less.
Based on the photos and information provided, and subject to examination, this is:
A vintage carved and bentwood rocking armchair
unattributed maker, possibly American, late 19th/early 20th Century
The rounded single-branch crest with notched detailing, a floating upholstered back with notched supports over a trapezoidal over-the-rail upholstered seat, below shaped and molded arms, raised on notched legs joined by notched stretchers and supported on rockers. In a later floral-pattern upholstery.
