Considering the photographs, overall pattern, materials and the design, I concluded that this is a Hand Made and Hand Painted Japanese Sword, in Ken Blade style. This piece dates back to the period between 1960-1980. The design is different from that of traditional types of Japanese Swords and has many European type of designs in it's composition. This sort of blade was named as "Ken Blade" and was a double sided type of weapon, if you investigate the structure it is like the two classical Katan blades were attached to eachother. This is the core of the design on the blade. The blade seems quite new and therefore considering the other elements this is likely a reproduction from indicated period. It's scabbard is army type and made of steel material with iron mixture ornamental details, these details are in rusty condition. The guard is designed as an owl, can be detected when investigated upside down. There are dragons motifs as well as Yin-Yang motifs on the blade, these motifs appear to be made with industrial materials and they are not hand made or etched. The guard and the handle are made of low copper bronze and handle is wrapped by a black fabric. The piece is in good condition with minimal signes of use.
