This is an antique cutlery set for serving fish from the Edwardian era and dates to just about 1901 - 1910. The makers of the boxed set were the Harrison Brothers and Howson of Sheffield, England. The metal is electro-plated and not sterling. The handles are an ivorine or celluloid and not actual bone, but a synthetic material that resembles bone. Harrison Brothers and Howson were one the largest cutlery firms in the UK in the 19th century and into the early 20th century. The Royal warrant states "His Majesty" dating the set to the Edwardian period and not Victorian era.
