It is a cute vintage tin toy. Such vintage novelty toys are being offered at auction on a regular basis.
I was hoping there would be marks or stamps underneath the horses belly or on the lower part of the riders jacket however often toys like this are not marked. It was made in the first part of the 1900s when this type of toys was popular, the decoration of the horse is what is known as transfer print - a printed image has been transferred onto the metal horse. The rider appears to be handpainted. Without marks it is hard to tell where it was made but toys like this were made in USA and Europe. I believe yours was made in USA.
The estimate provided is for a well-advertised specialised online toys auction, where I believe the horse with rider has the best chance of realising its fullest potential. However, there is no measurement for the sentimental value you might attach to the cute horse and rider. Retail "asking prices" can be higher and vary.
