This bowl or plate measures 12" in diameter and about 4" in height. It has couple of small chips but not significant and no cracks. I beleive it is Glazed ceramic on terracotta

This is glazed redware, it's not terracotta.

I've just heard back from my friend; it's European and late 19th/early 20th Century.
Based on the photographs and information provided, and subject to examination, this is:
A European glazed redware charger
late 19th/early 20th Century
with palettes of green, cream, and browns, unmarked
4 inches high by 12 inches diameter
PROVENANCE: found at a flea market in Massachusetts
