This is a substantial urn and I can confirm that it is made of bronze.
It's a little hard to establish definitively when this was made but based on the quality of the casting it most likely was made in the 19th century, in France or Italy based on the iconography of the motifs.
If this were to go to auction, it would most likely be catalogued as:
A Continental lost-wax cast bronze covered footed jardiniere
French or Italian, 19th Century
The domed cover with a seated cherub (possibly once with a staff, now lacking), the handles with lion's-head mounts, on a shaped foot.

Delia, the diameter is actually 28 inches and not 14. Does that change your appraisal value at all?
Are you certain? From the photos it does not look like the diameter (measurement across, not around, which would be the circumference) is bigger than the height.
