This appears to be a bohemian art nouveau vase, manufactured in the former austro-hungarian empire, decorated with feather shaped art nouveau ornaments, using enamel colours and gloss gilding, with an order or workshop number at the base 302/93 or similar. The geometric motifs are typical for the later art nouveau period, 1910s prior to art deco movement.
Unfortunately it is not possible to positively identify the manufacturer. The estimate is based on similar actually sold at auction. There is no measurement for the sentimental value you might attach to the item.
