Was inherited from grandmother. I remember seeing chair in her house in the 1970's but dont know when it was aquired.

I think of this as a library chair, it's a very pretty and functional piece, and the little brass bumpers on the feet were there to allow the chair to slide smoothly on wood floors.

Your chair is definitely American! Woods are difficult to distinguish via photos but most chairs like this are mahogany. That said, the scrapes 'look' lighter than mahogany; this is either because you used a flash or the base wood isn't mahogany at all but was made from a less expensive wood which was stained to look like mahogany (easy to tell in person, hard via images).
It's not quite Victorian, some of the age related patina occurs in the stain. I think this was made in the late 1930s to 1940s, in the classic Victorian style. It's mass produced and if you decided to recover it, you may find a maker somewhere on the wood.
