This was on the castle as part of the 25th anniversary. Pieces were sold at the 1998 Disneyana convention at the Contemporary resort to a limited number of people. I got it from a seller on eBay back in the early 2000s.

For the 1996–1997 25th anniversary of Walt Disney World, Disney transformed Cinderella Castle into a giant pink birthday cake with pink “icing” with blue trim, giant candy pieces, gumdrops, and lollipops, 26 candles (for the 25th year + “one to grow on”) and a massive “25” topper. It was officially called the “Birthday Cake Castle.”
It's considered a rare event, because Disney almost never alters its central castle so radically, though it was not universally adored by Disney fans.
While larger elements like the applied candy and "icing" can retail in the $2,500-6,000 range, smaller pieces of the vinyl covering such as what you have here, typically don't exceed high three figures (retail). If this was sold in an auction dedicated to Disney memorabilia, such as those by Heritage Auctions or Van Eaten Galleries, this would likely have a fair market estimate of between $300 and $500 but could go much higher.
