It is a lovely pair of antique dolls. Such antique dolls are being offered at auction on a regular basis.
The dolls was made in Japan and in the US around the 1930-1940s. They appear to be in fairly good condition with only minor signs of use. The dolls (head, limbs and body) is made of a kind of composition/clay material that has been painted. The clothes are original.

The estimate provided is for both the dolls being sold together at a well-advertised specialised online toys auction, where I believe the Japanese doll and the girl doll has the best chance of realising its fullest potential. However, there is no measurement for the sentimental value you might attach to your grandmothers dolls. Retail "asking prices" can be higher and vary.
