This was probably made for the souvenir / tourist market. There is a small group of collectors who go after this stuff despite the racist connotations and keep values modestly high.
Based on the photos and information provided, and subject to examination, this is:
A vintage American "Black Mammy" doll
mid 20th Century
With painted paper mache head, hair topknot and pink scarf, cloth body garbed in colorful dress inscribed "New Orleans".
12 inches tall, greatest width 2 inches
CONDITION: appears to be in good condition.

Hello Delia. The doll is 12" tall. And it is 2" thick at it's widest point (bust).
