A carved rug refers to the process of adding depth and texture around certain design elements by cutting away at the piling. While your rug is machine made or power loomed, all of the carvings would still be done by hand. I would say that your rug dates from about the last half of the 20th century and is in good condition. Reasonable fair market value for your rug would be 250-300 dollars, this conclusion was made by looking at prices realized from auctions within the last two years.
