This is an antique, 19th century, Victorian era, circa 1850, English parian - ware stein jug with a bellarmine face (bearded man) at handle and molded bas-relief of Classical figures that is done in the manner of Charles Meigh. Parian ware, which is generally white with a salt-glaze, was a less costly alternative to porcelain. The metal lip on the rim at the top indicates that the jug at one time had a pewter metal stein lid top. The repairs are from the later 19th century, when there was a time that traveling repairmen went door to door to repair broken pottery and porcelain wares using metal 'staples'. Some collectors have an interest in antique broken and repaired wares as it is now a lost art; however the value is still impacted greatly because of the damage. Parian, though fine and elaborately designed is not that 'hot' on the market. The estimate is based on past recorded auction sales of comparables with the repair work factored in as well.
