Perfect condition. Has been kept under glass. Cannot find any markings regarding the maker. I know it was made prior to 1919. The original owner was in 2nd grade in 1919.

While this might not have a visible mark, it has the classic look of a high-quality French or German-made bisque (unfired porcelain) head doll made in the early 20th Century (I'm sure it's marked under the hair but you'll devalue it if you take it off). Many of these dolls are generically referred to as Bru dolls - after 19th Century examples made by the Parisian firm, Bru Jne & Cie
The doll market has softened lately, with most of the very important collectors dying off and/or selling their collections. It's not a collecting category that's in favor among younger collectors and most unattributed dolls of this size and age have been bringing comparatively low values at auction; I would expect one of this size and age to sell for between $100 and $150 at auction. If a maker could be definitively determined, that price would likely increase.
Based on the photos and information provided, and subject to examination, this is:
An antique bisque-head doll
unattributed maker, French or German, circa 1910
With brown wig over painted bisque head, bisque or composition arms and legs, probably a cloth body, wearing a white eyelet and tulle dress with blue lace trim, cream-leather boots. Purportedly unmarked.
18-24 inches
CONDITION: This doll appears to be in good condition.
