This is not Arab or Turkish art but Iranian or Indian. The calligraphic inscriptions express good wishes to the owner. Unfortunately, it's not very old - late 19th Century when the Orientalist movement was at its height and probably/possibly made for the tourist trade.
Based on the photos and information provided, and subject to examination, this is:
An Iranian or Indian enamel-inlaid brass vessel
19th Century
Of circular section, with flaring rim and conical neck over a bulbous body with inscribed decoration and enameled with calligraphic inscriptions that convey good wishes and felicitations to the owner, on a tall foot.
6 inches tall
CONDITION: This appears to be in good condition.
PROVENANCE: Acquired in a second-hand store
