Caroll Burnett (b 1933) is one of America's most beloved comedians and The Cleaning Lady is one originally introduced in The Carol Burnett Show in 1962. This character, often referred to simply as "The Charwoman," became an iconic figure, representing a humble and somewhat downtrodden cleaning lady who finds humor and poignancy in the simplest things.
I don't think Burnett drew this drawing and there's no other signature to say who the artist was. The autographed photo is worth $50-75 and other ink caricatures of Burnett in character bring $100-150 at auction, combining in a value of $150-225 for this group. If the history of this drawing and photo have tangible connections to Burnett herself, the value would be more.
