Could you confirm - is your estimate of $500 - $700 a per painting price or for the pair, as these most often sell as individual paintings?

Additionally, I understand that Westall is pretty well known in as a painter particularly in the UK where he was born.

The artist is not listed in the dictionary of british artists 1880-1940, only the information that he flourished from 1873-1893 has been copied from one auction catalogue to the next, where the primary source of information was found is not clear. A very similar pair of paintings sold on 14th September 2017 at Duke´s auction for 380,- GBP in Dorchester, Great Britain. I would trust that the colleagues there tried their best to promote the sale and get a good auction result. In a few cases an artist might fetch higher prices outside his home country, e.g. if the painting itself is good and appeals to a buyer.
