These drawing by Otis Cook appears to be water color on paper. It measure is approx. 26x30 inches. A small tear on one edge. No pixels found in magnified inspection. The picture is the same as those found in search, which seemingly suggest that it may be a print ? It is in very good condition, minus tear and previously protected by glass frame, Frame aged and wood, Tags period.
Found in a thrift shop, attendant reference a dump donor and likely a local estate donation, Unlikely that source could or is known, Selected for frame at first.
Dear Floyd,
After researching Otis Pearce Cook’s work, I am afraid to say that his use of watercolor remains unknown. Otis Pearce Cook (1900- 1980) was mainly an oil painter and I suspect that your item is a high-resolution reproduction of an original painting of his. I can only judge the work through the images that you have provided, and it seems to me, especially by looking at the top right of your image that the wobbling appearance of the paper suggests that it is too thin for any works other than printed. Therefore, I am afraid to say that your work is not an original by Otis Pearce Cook.
I hope won’t be too disappointed. This artist is interesting though, a real find visually!
Best regards,
Karine
After checking the artist's auction records, it appears that the value for similar art prints have been offered for around $30 - $50.

With that said, and not clear on "wobbling", the reproduction on paper which my searches produced the " Rockport Mass Works " as probable
source reference. What is that value ???
