It is a cute bisque headed doll. 

However after having examined the photos very carefully we have come to the conclusion that it is not an original googly J.D. Kestner 221. The colours of the bisque are not right and the face paint is not what it should look like on an original JDK 221. The wig and clothes are also of newer date.
Unfortunately many of the character dolls have been copied as they can be very valuable if original and in mint condition. Unfortunately this is not the case with your doll. It is a very nice copy of a Kestner googly.
