It is a curious Happy Hooligan jointed doll figure. Such vintage toys are being offered at auction on a regular basis.
The body and limbs and head are made of papermache and a kind of composition that has been painted. The clothes appear to be the original clothes however showing signs of wear and tear. The paint on the face looks very nice and well kept, and the body/fingers also appear to be in good condition. Based on the way the face has been painted I would presume that the hooligan doll was made in the 1930s-1940s. I do not recognise the JD mark, but I believe the figure would either be German or American. The invention of these dolls with jointed limbs was swiss however it was widely copied throughout the first part of the 20th century.

I believe that the hooligan would attract the attention of both collectors and dealers if it came up for auction.
The estimate provided is for a well-advertised specialised online toys auction, where I believe the Happy Hooligan has the best chance of realising its fullest potential. However, there is no measurement for the sentimental value you might attach to the figure. Retail "asking prices" can be higher and vary.
