You have a lovely example of an earthenware Staffordshire blue and white transferware historical plate, which I am dating circa 1840 (+/-10 years). The plate is in fairly good condition, with some expected crazing commensurate with age. The plate has a floral border centered with a depiction of a steamboat. I have been unable to identify the exact scene (other than Fulton's Steamboat, but there are a few depictions of Fulton's Steamboat) based on my preliminary research. The clues to the maker of these plates (and subsequently the scene and series) are typically in the border of the plate. Certain makers are known for their distinct borders. Enoch Wood & Sons used a shell border. Stevenson and Williams used an oak leaf and acorn border. I am unable to match your border or scene with a maker, but again, this is preliminary research. I'm confident that with further research, the scene/series and possibly the maker, could be identified.
At a well advertised auction, and with the right collector bidding, the plate could do better than the estimate.
