What does this mean?

Thank you for your help and patience. My sincere apologies for the delay with the apprisal.

The presented object appears to be an oil painting, gouache, or overworked print with the measurements of 53 x 39 inches. This is a detail from an original painting made by Peter Paul RUBENS (1577-1640) in the year 1609. The original painting is nowadays exhibited in the collection of the Alte Pinakothek in Munich Germany. I attach a link to the painting in this collection (https://www.sammlung.pinakothek.de/de/artwork/o5xrMEr47X). This miniature is either painted as gouache or it is an overworked print. It is signed in the area of the collar with the name "Alka". The style and the letters of the signature speak for dating into the 20th century. Sadly no further information regarding the biography of this artist is mentioned in reference books or similar databases. Regarding the technique

This piece is in good condition and there is no serious damage visible in the images provided.
