This appears to be a vintage 1930s japanese table clock, cast in mold clock case, most likely seven day wind-up clockwork, clockface with roman numerals, transfer printed rose and foliage design, partly gloss gilded. The company Okura Art was founded in 1919 and produced predominantly tableware. The rounded outline of this clock very much follows the mainstream streamline design of the 1930s. No other clock by this manufacturer has been offered or sold recently. The estimate is based on similar by comparable manufacturers sold at auction. There is no measurement for the sentimental value you might attach to the item.
If you compare recent offers of decorative Okura china objects you will hardly find an item with a value higher than 100 USD. This is an indication on the recent market value of the clock in your possession.
