These possibly had cobalt blue glass liners in them at one time and could have served a few purposes; if they were for candles there would likely be a lot of wax residue or subsequent tarnishing, which I don't see here.
Based on the photos and information provided, and subject to examination, this is:

Two pierced silverplated cylindrical vessels
Made in England, 20th Century
Both of circular form with pierced sides and scalloped rims, on solid bases
The smaller 4 inches high by 3 inches diameter
The larger 4 1/2 inches high by 3 1/5 inches diameter
Weight: 265g total
CONDITION: both appear to be in good condition
$125-175 for both together*
