Considering the photographs, overall pattern, materials and the style, I concluded that this is a Bohemian Moser Glass Inspired Glass Lamp with a metal base, likely Aluminum plated with decorative glass hangings from the edges. Your piece's upper body was clearly inspired from Bohemiam Glass style of the early 20th century. This piece dates back to the period between 1960-1980. It has hand painted golden details to it's rim and to it's outer decoration. The base is likely a aluminum plated brass with a very low copper percentage. The glass was shaped as a tulip and resembles a flora appeareance. Hangings are made of colourless glass. Golden leaves were applied to the piece by hand painting. In good condition with minor ware and signes of use.
