Cordite buckets - made of multiple leather-covered cylinders bound together - were primarily used in the late 19th and early 20th Centuries to carry cordite (a smokeless propellant) charges for artillery and naval guns.
The armorials on the sides have worn quite a bit but they appear to be the Royal Coat of Arms and indicate this was probably used for the British Navy.
Now used as umbrella or stick stands, they usually do not have so many compartments. While most single-cylinder buckets sell for for between $75 and $150, this unusual triple cordite bucket would probably bring between $400 and $600 at auction.
Based on the photos and information provided, and subject to examination, this is:

painted leather-covered cylinders, depicting the British royal armorials.
20 inches tall, 12 inches wide
CONDITION: With some wear and losses; cork base replaced.
