It is a beautiful antique doll. Such antique dolls with bisque heads are being offered at auction on a regular basis.
The doll was made in Germany around 1890-1920. There were many doll manufacturers in Germany at the time and there may be a mark or numbers on the back of the dolls head indicating who the maker was.
The head is the most valuable on the doll and it is very important that it is in mint condition without any cracks, hairlines or chips as this will decrease the value. The body is made of papermache, and the limbs of wood and composition. The shoes appears to be the original shoes.
Unfortunately today most antique doll collectors are interested in special character dolls with certain expressions. And your doll is not one of the special character dolls. However in good condition the doll will still attract attention if it came up for auction.
The estimate provided is for a well-advertised specialised online toys auction, where I believe the doll has the best chance of realising its fullest potential. However, there is no measurement for the sentimental value you might attach to the German doll. Retail "asking prices" can be higher and vary.
