Thank you for submitting your item for appraisal. This appears to be an etching by Andre Wellens (*1939 ) who is living in Tessenderlo, Belgium. Etchings by this artist are not being sold at auctions. He currently offers near identical prints for the high estimate. There is no measurement for the sentimental value you might attach to the item.
