I've researched the name on the Certificate of Authenticity - Brondon(?) - and it seems to have been made by a commercial organization that churns these out in fairly high volume and has a decorative / commercial value rather than aesthetic value.
Other than that, this is all set.
The artist name is SCHEROME. Do you still stand by the value of the painting?
Artist signature is clear in the lower LEFT hand corner of the painting -- not the right side. Thank you.

I've updated this to show the correct placement of the signature; I can't find the artist listed anywhere but it's noted in the appraisal. The value stands as is.
It doesnt state it -- just lists the authenticity certificate number.
